Overview 

The primary functions of Planning, Zoning & Mapping are interpretation, administration, and enforcement of the Winnebago County Zoning Ordinance (Chapter 90) and Subdivision Ordinance (Chapter 74).  Staff provides planning, zoning and subdivision services and informs elected/appointed officials and citizens regarding all development in UNINCORPORATED Winnebago County, from large scale subdivisions to the construction of garden sheds and fences.  If the property of interest is located within a Village's/Municipalities' limits, the governing Village/Municipality provides the planning, zoning and/or subdivision service. 

Planning, Zoning & Mapping cannot legally advice citizens on how to proceed under the requirements of Zoning and Subdivision Ordinances.  However, Planning, Zoning & Mapping does maintain a public information service with regard to information concerning the regulations.  Planning, Zoning & Mapping maintains records of all zoning and subdivision related activities on unincorporated tracts of land in the County. Planning, Zoning & Mapping also provides interested parties with Winnebago County's land use growth policy documents which affect same tracts of land.  In addition, Planning, Zoning & Mapping maintains both historical and current aerial photographs of all areas in Winnebago County as well as assigns addresses to property within the unincorporated areas of the County.

Planning, Zoning & Mapping is committed to assisting citizens, thereby enabling one with a better understanding of the Zoning and Subdivision Ordinaces, as well as the established/formalized process for initiating lawful changes in land use and dividing of property.
